I am trying to deploy 2 remote IP phones from a customer site. The 2 Remote IP Phones will not be on a VPN connection. I ask the customers IT man to program the Cisco Router to "Port Forward" UDP Port 59??? to the internal IP Address of the PBX Station CArd.
He refused to open the port and made the following statement, "I'll have to discuss that with them. For security reasons that is unwise to allow anyone on the internet access to any system on the network, much less the phone system.".

One other thing to note, this guy is a Cisco Dealer and competitor that just lost this bid on the new phone system and it appears to me that he is just trying to make things hard on us because we beat him out on this sale. This sale was not a Cisco Solution PBX.

What would you reply to his comment?

Well, let's go talk to the owners and YOU explain to them why YOU cannot make such a simple arrangement, especially when you would have had to make the same sort of changes in order for the system YOU were offering to sell and install work in the same manner.

I wouldn't reply to that I would send him my request in writing spelling out just what I need copying the owner and if he still refuses then. I would contact the owner and request a meeting with the owner and him. I wouldn't mention anything about him losing the bid

He is absolutely messing with you ... tell the customer you need this done, any phone system made would need something similar done, and his computer guy is negatively impacting the customers business.

Then offer him the name of an alternative computer guy .....

Thanks for the input, I have actually been corresponding to the IT guy via email and saved all the communications to give to the client.
I think this is the sure way to go.

Not that it's relevant to this discussion, but would you mind saying what the competing system is that you sold your customer? I have a hunch, so now I'm curious.

Any port opened on a network should be discussed with management, after all they are ultimately responsible for any changes permitted on their network, this covers your ass.
It is then a directive from management to IT to make the change, then any comments IT have will be to management not you.
