Also swap sets. Make sure the set is ok , MLS sets are very old.

Check the MW light manually, Feature 09-Extension Number to turn it on, Feature 10-Extension Number to turn it off.
Are you sure it's the PC Card mail, and not Partner Messaging? In PM, you can set phone status to "none", and the light will not light.

The PVM card is fine for a lot of customers, everybody doesn't need the full blown messaging so it's not necessarily that they are cheap.
What I have found every time is that the employee complaining about this problem doesn't have the extension he thinks he has on his desk. Phones get swapped, were never marked, desks get moved, etc. Because most people log into their VM with an extension number and password rather than just pressing # instead of the extension number they may never know. So unretrieved messages in the actual extension's mailbox keep the message light lit.
Check it out.

End result is it was a couple of things. set definitly x12.
I could not manually turn on message lights on any sets Did a 728 restart and could them turns lights on./off
On ext 12 still could not turn on light ,so swapped it with my 18d and light worked.Old set was MLS set that I put in refurbed in 2002.
Thank you for your prompt responses .
