So I've set the switch settings in the NEAX VM to enable softkeys but they do not appear in the display of sets. Is there some setting in the PBX I am missing? Help! (Please)

Yes, there are settings in the PBX & a cable from the PBX to a com port on the AD64. To much for me to go into here. There is a section in AD64 install manual that I refer to.

After setting it all up, you need to reboot the VM. The AD-8, iM-16 or AD-64 documents list the procedure. Try www.wedophones.com for documents. www.nectekhelp.com is also a good resource.

As to the display of softkeys .... have you done command 9A?
