Does anyone know the class/ctg to permit a station to dial out by pressing 9. I have one phone that cannot dial outside of the internal phone system. IE dial 9 to get out.

There are a half dozen things in programming that could prevent a phone from dialing out.
Make sure that '9' is designated as a trunk group/Optimized routing access number in System Numbering.
Verify the extension in question has no restrictions placed on it in Stations>Restriction
Check Stations>More Stations>Outgoing CO Group. Is the station allowed access to any outgoing trunk groups?
Find a station that CAN dial out and mirror those settings.

Good Morning, I verified that 9 is designated accordingly, no restrictions and its set to allow. The only thing is that toll(day) is set to zero. But that is just for restricting long distance correct? Are there other options? Thank you

Is this an analog or digital extension?
What happens when you dial 9? Do you hear a fast busy? Is there an available trunk when you do dial 9?

its a digital 5910 phone. When i press 9 there is no tone. Silent.

Hmmm. A 5910 is an IP phone, so this introduces a whole different set of whatifs.
Does the phone work to call internally?
Does it have a valid key pattern? (If the phone is configured as an attendant, it must have a key pattern number above 1025)If you've installed a key expansion, check to make sure you don't have a stuck button somewhere.
If you press the speaker key, do you get internal dial tone?
If you get no tone at all, it probably means it's an issue with the phone itself and not programming. Double check the configuration of the phone, make sure the UDP port is set for 50002.
