I am having an issue with an IP Office that won't outcall to cell phones. There are users that have their phones forwarded to their cell phones. If you dial the extension from internally it will work just fine. The problem lies, when you call the person's DID from the outside world.
I tried this on our test switch at the office and it seems to work just fine.
Any thought on what to look at in the switch?

Sounds like you need to allow Tandem trunking. I'm not an Avaya tech wo don't ask me how. It's a common thing on systems

What kind of switch is the Telco using? There is an incompatibility issue between the IP Office and the Tekelec T9000 switch. When set up with NI2 variant call forwarding does not work. Tekelec claims the IP office is sending the facility message in the wrong sequence causing the failure. The call forwarding works perfeclty when 5ESS custom protocol is used. If you are unable to fix the issue with settings in the Avaya I would recommend switching over to 5ESS custom protocol.
