The white legend is PHOTOSHOPPED.
Exit signs are often placed near (er) to the floor in dormitories and other places where escape is easier for the residents if they stay close to the floor, avoiding hot gases and smoke.

Calling any altered image "Photoshop'ed" is like calling a Cat 5e cable with a 8P8C modular clip an RJ-45. Just need to be accurate.
