After analyzing this further I have discovered that in addition to ports 160 and 161 there is some traffic on port 137. I suspect that the snmp traffic is being trapped somewhere in between the nic and the operating system. As far as e-manager, the software actually requires 4 components: Windows, Internet explorer 6, Internet Information Server (IIS) and last the network monitoring components of windows. I suspect that this is to provide the SNMP tools required for the communications. Overall the software works but is too complex. It could have been made much more portable by making it a self contained executable.
