I'd verify that line #2's number is actually your number. My guess is that it got flipped with someone's fax or modem line. Make a test call from line 2 to a caller-ID equipped device and confirm that you are on the correct number.
Regardless, it's the telco's responsibility if you've isolated the line to the MPOE for the building.
