Try removing the 2 x 4 daughter board. Those are notorious for failing and bringing the whole system down. You can leave it in place, just disconnect the ribbon cable(s) for testing purposes. If it still doesn't come up properly, remove the daughter board completely and try it again. If that doesn't work, you may have a bad KSU.
X108 is going to be the first analog extension port and sounds like it's behaving properly. You can only connect a standard single-line set to these ports. If you are able to do so, and you are able to draw dial tone, then at least you will know that the processor is working. Of course, this is dependent upon the daughter board still being connected.
