Well, I finally figured it out. Another company pulled the CAT3 and CAT5 wiring in this new building. Come to find out, the BLU/WH pair was shorted to all the other pairs in that cable, AND probably skinned over a metal stud, thus grounding it as well.
Had the company re-string a wire to the punchdown block. Problem solved.
