I have a customer in MO (Chrysler/jeep auto dealership) who about 18 months ago built another building (Kia dealership) next to the original. They have 2 addresses the original building has a AT&T demark with a PRI. We pulled 100 pairs between the 2 buildings for phones faxes ect. and a 6 strand fiber and cat5 copper for data. Facilities were never ordered into the new building. Since the economy went into the tank they have closed the original dealership and moved operations into the new building (Kia dealership)). We moved the KSU and servers and extended the demark into the new building. They have now leased the original building and need to move AT&T service but their aren’t any facilities. The main AT&T line runs buried down the street in front of their property which is all paved. AT&T wants 8,000 to directional bore under the parking lot to the new building! I thought AT&T was responsible for service to the premise? Anyone have any thoughts on this one?

Out here, typically the telco's direct responsibility ends at the property line - any costs to get from that point into the building is the property owner's responsibility.
Depending on the legal situation with the old building, it may be possible to do your own extension of the T1 - you'll probably need some type of T1 repeater or extender though. Something like: https://www.blackbox.com/Store/Detail.aspx/T1-Extender-for-Copper-2-Pack/MT195A%C4%82T1
If I did this, I'd make sure that the extender boxes had adequate backup power and that I considered E911 (are first responders going to come to the right building?). I'd also remember my building protectors!
Another option may be to just try to extend the T1 across the existing copper, assuming it's less than 650 feet or so. If it is, you may need to change line build out settings, and you'll want transmit and receive pairs to be as isolated as possible (separate cables if possible - which should be doable from your description). But there are no guarantees with this, while the Black Box product would probably "just work".
Other options:
You may be able to enter into a longer contract or increase your services and get AT&T to eat more of the construction costs. The more money they will make from you, the more likely they are to extend the demarc.
If AT&T won't do it, a CLEC might. Feasibility would depend on how long is left on the AT&T contract and the CLEC. Don't just think traditional CLECs either, think about your cable company too. Of course you'll want to verify that what they deliver will really work.
