I can't help you from here on the East coast with the actual installation, but I will be more than happy to offer support if you want to do the job. I would assume that nearly three miles away would involve utility company-owned poles? Do they have exclusive rights to existing right-of-ways for a buried installation?

Doing the actual work is actually the easy part. It's getting all of the legal stuff done that takes all of the time.

Here's a hint: If it's a city, they might maintain their own traffic signal system. If that's the case, then they might be able to provide all of the access to poles or right-of-ways that would be needed. This would also save the city money in investigative/legal costs.
