Incoming calls (did) to a station ring and if not answered go to VM
Inter com call to station rings busy if on phone, does not go to VM. If not on phone rings and does not go to VM
Want intercom calls to go to VM
What am I missing?

Enable the IC flag on the station forward path. By default, it's disabled.
