An Infrared "pipe" is very short range and requires no FCC License.
38ghz microwave (which can provide at least T-3 bandwidth) does not require an FCC license, but the "channels" are owned by local companies. They have a maximum range of 1-2 miles, depending on the location and size of the antenna.
Anything lower (25ghz, 12ghz, 2ghz etc.) requires an FCC license and will go longer distances. The lower the frequency, the farther they go.
The longest shot I ever worked on was about 40 miles. The shortest, across a side street in Midtown Manhattan.
