Nope, no flexible dial plan in Partner mode where you can do a renumber of certain extensions and not others.

We have only used basic/Partner/Nortel mode a handful of times due to it's limitations.

IMO Avaya could do a little tweaking that would greatly help the small business market, but that's just my humble opinion.
