I am the tech involved in setting this up. We have configured the system to the specifications of the document for Windstream on Broadsoft. One thing that happens is that when we dial out over international we get a recording from WIndstream stating that the device we are using is not authorized to make calls on this network. The Windstream tech confirmed that is a Windstream recording.
