Yes, I can get in using a handset but I'd much rather use software. I guess because I am used to using software to configure things

OSDM = Office Serv Device Manager .Newer system software has it built in . It does not open a webpage, it connects to the system. You would need to know the ip address of the system
IT Manager used a webpage You are calling it device manger installation tool which kind of sounds like it could be either program you are trying to use.
