Then it's probably network issue of some flavor. Very possible your DHCP is renewed very often and the ARP tables are not clearing properly. Make sure you are on the latest firmware on phones and system. Also verify that the network port/cable to the system is not bad/failing. If it continues you will need to get NTAC involved. Pretty sure it's free for that system.

NOTE: I have also seen on poor networks that something on the network will create a DOS (Denial of Service) attack on the system because it does not recognize the phone system. Wireshark is key.
