They are on a PRI. The difference is the CTX100 at the remote site and the CTX670 at our main site.
I was looking at the Destination Restrict table view and it looks like there is even an exception for 911 in there.
It seems like the system should have an option to bypass LCR and throw the numbers out to the PRI and that is what the Timer is for, but it is like it isn't working.
