Have you tried to put the short code in the user short codes to test it? What does the short code look like?
If I understand thei right. You have an incoming/outgoing group as 3. Lines 6 and 7 are both in line group 3. When the user dials 9, it should go out over line group 3?
It sounds like the shortcode that is matching is [9], N, 0
