Just think of it like this: Processor should "get it's lights put out first" so he doesn't know what's going on (power him down first).
Likewise, he should be the last to know when all kinds of changes have gone on (power him up last).
The rule shall be "Keep the Processor in the dark". If you run under that assumption, then the power-up sequence will be logical.
