Can I use SIP trunking for 3 to 4 digits dialing between 2 Countries. Another words can I use SIP as a networking set up. If yes what are the proper steps to implement it?

Between what? 2 IP Offices? What are you connecting to?

IPO will support it as either host or client. Far end will be determining factor. How to implement? Depends on what is at far end. IPO - add licenses, make trunks, add shortcodes, test.

Do you need Presence? Inherently, IPO has always used h.323 trunks for inter-connectivity. Its an easy set up. Point system A's h.323 trunk to the IP of system B. And do the same for system B. Remember you will need to build an IP route to allow the traffic from the other subnet.
There are some older docs on this, as it hasnt changed since the early days.
