The best thing you can do here is contact Mitel, and they may be able to help you. Good Mitel Techs are far and few between. Most of the good ones have a job, and are happy where they are.

I wouldn't limit you search to "certified" techs.
I know PLENTY of "certified" techs that I wouldn't let anywhere near my phone system!!!!!
