Hello all
I am trying to be able to have an extension route directly to voicemail without having a physical phone attached to the extension. I have tried setting the voicemail type to message only, but then can not direct dial the number.

Set the ext. to reroute always to voice mail.

I checked user config, telephone directory assignment, and a couple others

Go into the alphabetical listings.
You'll need call rerouting always, and call rerouting assignment.
