I'm helping a friend with their Mitel Superconsole and sorry but I don't know this tech at all. The old Printer broke down and was unable to be fixed. So they got a new printer. They used the printer to automatically print whenever a quest used the phone for long distance or local; however the new printer is not doing this. Is there something that needs to be done to get it to start?

ensure the console has the power supply installed and is the new printer the same baud rate, parity, stop bits as programmed in the switch?

and how do I go about checking the baud rate, parity and stop bits? I know nothing about the thing, the owners don't either.

I'm going to assume that you DID get a serial printer. And, that the printed info was NOT priced! The Mitels that use the Superconsole 1000 are capable of 300 to 38,400 baud, even, odd, or no parity, 1 or 2 stop bits, and 7 or 8 bits. Are you getting ANY 'garbage' at all? If not, you need to get at least 'garbage' or you'll never succeed. I believe that most Mitels are set to 1200 none 8 and 1. At least that is the concensus among the techs I have worked with. Keep in mind that you may have a failure to output the calls from the Mitel. A serial tester will tell you if the data is even coming out of the Mitel. (Radio Shack would be 1 place to look for that.)
All that said, if the calls were priced when they printed, you have 3 possible problem locations. Printer, pricing device, and the Mitel output.

You have to check that settings in the Maintenance and then read a Manual for Printer and set it up accordingly.

If your friend would spend a few dollars and get a trained tech to install it, he would be likely doing you and himself a favor.
What you are trying to do for your friend really should be done by a tech. It is, IMHO beyond the scope of this board to offer a layperson any greater info than that which you have received.

And as was mentioned earlier make sure that you have the external power supply hooked up to the console
