Is there a way in the 3300 to globally manage the functionality of the buttons on the analog guest room phones, which are labeled: Front Desk, Housekeeping, etc.?

No. They are just speed dial keys on the phones.

Years ago for Mitel system I learned to program the room phones keys with speed dial numbers such as #901, #902 etc, then program those numbers in the systems speed dial tables. That way if the property decides to change the destinations all you have to do is change the number in the table.
