We have the Mitel 3300 ICP with 5330 & 5340 phones. We want to forward calls to our cell phones when we're not in the office but the Mitel phones won't accept an outside number, only internal extensions which forward fine. Do I need to do more then, enable Call Forwarding (External Destination) in the Class of Service Options Assignment form?

Your forwarding destination needs to be a system speed call entyr.

I think you can forward to a number. Of course you need to enter the destination as it would be dialed from the station.
You could use call forward always to external number. After you put in the number, you also have to turn it on.

I set up a System Speed Call number but it still fails to activate. If I dial the speed call extension it works fine.

This is what I’ve done so far.
I enabled Call Forwarding (External Destination) in the Class of Service Options Assignment form.
Then I set up a speed call number in the System Speed Call Assignment Form using the following parameters,
Speed Call Number: 856 Actual Number: My Cell Number Overrides Toll Control: Yes
Then on my 5330 phone, I went to Call Forwarding and set up a Profile to always call 856 when activated but when I try to active it, it fails. However, if I pick up the hand set and dial 856 it rings my cell number.

Check for interconnect restrictions, cor settings, and cos for the trunks. Not knowing what you have, public access via dpnss may not be set also maybe public trunk to public trunk connect.

You lost me after interconnect restrictions. I'm waiting on our Mitel partner to get back with me, hopefully they'll call soon.

Would the phone system need to be rebooted for these changes to take effect. I rebooted my phone.

After your suggestions here is what i did which still isn't working,
Check for Interconnect Restrictions –Nothing Restricted
COR Settings –Nothing is in any of the fields.
COS Service –Call Forwarding External Destination – Yes -Call Forwarding Internal Destination – Yes -Public Network Access via DPNSS – Yes -Public Network to Public Network Connection Allowed – Yes

Are these options in both the COS of the trunks and the phone? In the SX2000 and the 3300 ICP you can program the phone forward point to 9XXXXXXXXXX and it should work as well as using a speed dial number. You did not say what kind of trunks you were using which could make a difference. Does the phone accept the programming but then not forward?
