Problem is, it's not a software program to put the trunks on the last two ports, it's wiring. Again, you could sit down with the manual and inspect the programming for trunks 70 and 71 and match it on 66 & 67 and you'd learn something from it, but the quickest way for any installer is to just put the darn trunks into a position that will work :-)
If you have a 102 filled out form, you can inspect to see what the original programmer did. Check 100 register 13 to see if ARS is turned on. That makes a world of difference and the tables built to make it work are a large part of the programming. In today's world, you may have to just screen for first digit 1 and 0 and allow toll free numbers. Hard to say, because in our cable company dial tone world, we don't have to dial 1 for long distance.
Pretty much, recording what's there and visual inspection will give you a clue as to how it's programmed and what to do.

Although Carl's ideas seem simple, you really need someone to either do it right, or walk you through doing it right. I'm guessing 1-2 hours to audit the ARS and modify as needed and test it. What version of software is it?

I agree with STEVE on this one. I have had this problem. Check the modified digit table in the ARS and see if there is a 1010xxx code being added.
