Hotel using Auto Att would like external calls to console (dial-0, timeout)to receive recording asking them to hold on for next avail rep. Not sure how to do it. Tried making operator mailbox Transfer only, but mailbox is still there.

To truly "Hold for next available representative" you need either a UCD group or an ACD group. It sounds like this is the kind of scenario you want, right:
Call comes in, agent answers, console is busy. Second call comes in, "Please hold until a representative is available," plays MOH, When console is available, it rings again, agent answers.
Well, that's ACD, though you can fake it with UCD. Check form 4 for "Maximum number of ACD agents" or "ACD Licenses."
And you can't make the console an agent, but you can make the phone ring other places.

You could look into attendant automatic overflow.

Thanks Johnp. I wasn't aware that the Overflow could go to a RAD. Looks like that will work for me.

I'm actually trying to do the same thing. I have no knowledge of phone systems. When people from my room call down to the front desk, it gives them a busy signal if the console is tied up with another call. How do I do this. Is there a step by step procedure on how to do is?

I believe that a call to dial 0 should give a ring back signal even when console is occupied.

Sounds like the Dial 0 calls are pointed to the console's extension number, not the LDN key. NEVER point anything to the console's extension number!!
