Not sure what you're trying to accomplish, but you can change the room status, put it in dnd, or delete it in programming, or set message register up.

Give the console the ability to change the COS and modify a COS to allow absolutely nothing. Then the console operator can change the COS to disable the phone.
BUT, if this is a Motel, you SHOULD allow the phone to make 911 calls.That, of course, makes your problem a whole lot tougher.
What is your goal in the end?
Oh, heck! Just remove the phone from the room!
