If you like to "roll your own" You might want to check this unit out at serverscheck.com/sensors/sensor_power.asp. Add to this unit a relay setup with a receptacle and a network to serial device (Startech.com) and you can protect the PABX by having the relay shut the PABX off when the UPS gives the signal that the run time is about to expire. The ones I build will power up the PABX automatically as soon as the UPS sends a message that the run time is above shut down value.
I'm sure someone makes a commercial unit that does the same thing, but after a day of web searching, I gave up and built my own. I install one for every PABX we have to maintain.

Steve - you are right...it would be ideal to cleanly shut down the system prior to the UPS dropping the load and then start back up only when the UPS has had the chance to recharge and clean power has been restored. The problem is timing. I can't be here all the time and for some reason I can't the the power co to only allow outages when I am :-)
Rcaman - I am fimilar your with the very thing you are talking about within the server world, but I am not aware of how that would work with the phone system. I am in a new position (new as in first to hold this position) and there are a lot of things that need to be done, but it all take time. Prior to coming here I was in a position where we had a couple of huge (16KVA) UPSs to hold the load for the three seconds it took for the auto transfer switch to move us over to the generator. There was even a delay from the time house power was restored to when we switched back over to prevent a bunch of switching if the power started and stoped repeatedly.
In this new position there are a lot of challenges and I appreciate you guys for assisting in your area of strength. If I can be of help on server/networking I would be glad to help.
