The Norstar can be vulnerable to spikes.Sounds like you need a vendor,telco,and customer meeting at the site.Loop current is something that should be checked.

Thanks to everyone who responded to my request for information. After two months of checking everything under the sun, we found that it was an employee who did not want to answer calls. She would slightly lift the end of the handset and set it back down. WOW, she even kept asking us if we had found the problem or if we knew when we would get it fixed.
The Company fired her...End of story, end of problems.
