When the speaker volume is changed at the station the station remembers the callers volume setting and when taking the next call the volume settings stays, but not so with the hanset volume control, after manualy changing it at the station the next call thats made the sytem defaults the station to a very low volume setting on the hand set? Programing steps would be appreciated.

Check the rel number on the bottom of your set if it is a rel ,10,11,12, or there abouts you have an old vintage and even if your system is set to use set volume its always defaults back ,try another phone that is newer in the system eg, rel,20,21, hope this helps.
