I already have some phone setup to restrict external calls except for 911, etc.

Can I setup a password on my Norstar Meridian running 6.1 so that someone can override the restrictions?

You can setup COS passwords.

COS has 100 numbers I can assign a password to (00-99). Does each password relate to the filter I want to unlock, or does this mean that I can give out 100 password where each will unlock all?

You can create 100 passwords if you so desire. You set the COS for each one as in the COS that will be applied after the password is entered.

With the Nortel systems you have SET restrictions, LINE restrictions and SET- LINE restrictions which override the other two.

I setup a couple of COS Passwords to open up the phones, but it looks like the COS password only opens up for one call.

Is there a way I can make this toggle? I have a guy who has a problem with other's using his phone, but I don't want to make him have to press the COS code ever time he want to make a call.

You can program the COS feature on a button, but he will have to enter the password for every "restricted" call.
