What is the configuration steps to enable the switch to transfer an incoming call to an outside line? I understand I will be tying up two lines in the process, but I have two different carriers and I don't have a choice...

You can use the Conference feature which is feature 3, but I would recommend adding the conference feature ( 3 way calling) to your telephone lines, then you wouldn't tie up any lines after the transfer is complete. You would use the Link feature (F 71)on that type of transfer.

Suppose I wasn't able to get the conference feature enabled; isn't there something else that needs to be completed in order to use feature 3 for a particular extension?

depends on your version of software. CICS/MICS 4.1 or higher is required
create a route and destination then use F4 on the set you want to forward.
or
you can use your voice mail to do an external transfer.

lwrk and wrxs, You need to know how to navigate through Norstar programming and need to understand the programming prompts. If you don't, then you may want to involve a vendor to get this done. I'm not doubting your abilities in anyway, but if you haven't done Norstar programming that would make it a little difficult. But Telemarv, told you exactly what you need to do to accomplish this.

Thanks - I may have to do that. My programming experience on the Nortel is limited, with the exception of simple system maintenance and management.
