In the event of an emergency, is there a way to page eveyone, including those who are using their phones. When paging to both internal and external, if the user is on the line, they do not hear the page. Is there a way to page everyone? Or is there a way to drop all lines before making a page?

What????? You can actually perform an all-call page that even includes stations that are already in-use? I may be new to many systems, but I have never heard of a system that will present all-call pages when stations are in-use. Am I just that far behind the times?

No, you can't page to phones that are off-hook or on DND.

The solution would be to install a PA amp and put speakers everywhere.

Put a power switch for the phone system by the desk that wants to do an emergency page.
Flip the switch off and then on after 3 seconds, everyone's phone shuts off,as soon as you see your phone come alive, make the paging announcement before anyone starts calling.
It may not be the best idea in the world, but it works.

I think the best solution is an external paging system.

Please do not take Bunnie's advice! The last thing you need is a remote power switch on a Nortel system. Just asking for trouble. Some systems can take as long as 4 minutes to come back up. In an emergency, that 4 minutes too long!
In my area there has been a huge demand for evacuation systems. These are normally blue pullstations labelled accordingly. We use the paging system and add paging speakers in any areas that previously couldn't be heard from. We normally use drop in suspended ceiling speakers (self powered) in the office, horns in the plant and use a Valcom tone generator that has the proper evacuation whoop sound. You can also use different sounds for fire and burglary too. It must be wired though so that a page from the phone system over rides the tone, so emergency workers can still get a notification out. If someone is on the phone and hears the whoop, it will get their attention to hear a verbal page that follows.
