Don't think you can use Overflow Routing while in Normal mode. To use this feature you have to be using one of the Services. Even then if I remember correctly you would get a tone during every call to let you know that you were using the Overflow Route.

made it simple just created an access code for the local pool and if T1 drops I'll instruct the customer to dial the code
