Well, this is odd: CICS with a CP voice mail. I've set up lots of these over the years..
2 lines ringing into the system. Lines 1 and 2 set up to Table 1, CCR 1 (all 4 schedules), Greetings 1-4, as per usual. Gen Deliv attnd is set 21.
I set the VM to answer after 4 rings with Table 1.
Set the 3 ringing extensions to CFNA to VM after 6 rings, so as not to have ring-timing conflicts.
When a call comes in, it rings 4 times and then goes to the Gen Delivery Mbx. I have tried setting the rings to 0 in Table 1, but still the phones ring 4 times and then go to the GD Mbx.
So, it appears that no matter how I program the AA, it is not answering the lines, but the GD Mbx is. What else would cause the lines to remain unanswered??
Any thoughts? As i said, I've installed and programmed lots of these.

The only other thing I can think of is if the Operator Status is set to NOT Answer Lines.

Hope that helps.

For the 4 rings goes in VM, seems the default timing for Transfer Callback or DRT delay parameter on ICS system programming and the reason for non answering even you changed nbr. of rings on
table 1 on CP it’s function 982 ,Answer Lines parameter it’s N !. Hope is helpful.

Operator status is set to answer lines =yes! I double checked this. I even toggled this feature yes and no to verify. No change.
No change regardless of operator status, number of rings in Table 1; it always rings 4 times and then goes into Gen Delivery.
Very wierd.

Check your programming for Day mode DN. How is your Night mode? Is it working OK? Check your Service program. make sure that Group one has a VM Ext. asigned not a Ext.21 that is by Default and Your Schedule set up for Manual operation. By the way check out all your unused Extensions because by Default all of them has Lines 1 & 2 set up for Appr & Ring. that means you can have unused Ext. rings 3 times and goes into VM follows redirect comand and because there is no MB for it it goes into GD MB before get chance to be Answered by VM. And sometimes you have to reboot system and VM to start to understand each other.

What are your software versions?

Are you sure your lines are 001 and 002 on the CICS?

Thanks everyone. It was, as Twisted Pair pointed out, the Call Pilot DN was not set up with the lines appear and ring. Sometimes the simplest things get ya!
