I just ran into a problem with a customer who had service thru a CLEC's channel bank. They had one line that was always busy. We went onsite, disconnected everything from the channel bank, but still got a busy. Yet we could call out from that "line" (channel) without problem.
It turned out that the CLEC had busied out the line in their switch, by mistake.
That one was luckily easy to remedy.
