When a incoming call comes in and my customer performs f71 to transfer to another location the called party is complaining about white noise, not sure who's responsibility this is, telco or mine.

Since you've performed a flash (link) and are accessing the telco's switch features to perform the transfer, I would think it's the telco's issue.
