Can anyone tell me how setup the handset or see if your have a bad handset or base unit? I have two handsets and all the say on the screen is scanning.

Did you follow the instructions in the manual 100%?

I did not get any manuals with the phones. All I got was a base unit and two handsets. I have three ports connected to the base unit.

Have you contacted eBay's "Technical Support" staff for a manual? :rofl:
I suggest you click on manuals at the top of the page to see if there's one available. If not, try doing a "Google Thing" and see if you can find a pdf version.
