Is there a way to lock an extension so nobody can dial out on it? I'm putting a phone in a spot in an office where there's going to be a lot of traffic, and the owner doesn't want just anybody to be able to make calls, but wants employees to still be able to use it if they need to.

If you mean that non-employees are to be blocked, remove line appearances and create a line pool with the lines desired. Use a creative line pool code, other than "9" like mayle "99". Also make sure the setting for "Exterior Line" is similar. Inform employees.
OR
Use a "Class of Service" for that extension, which would need a password to permit external calls.

Remove all line appearances and deny access to all line pools and/or destination codes.
Set up Class of Service override password for employees.

The thing you might be looking for is to set up toll restriction for that phone and put that phone in a speacial toll restriction COS that no other phone has and then go into toll restriction and create an override code for that extension
