One of our customers has 2 locations, one with a call pilot and the other a flash vmail. They are having problems with hackers going into their voicemail and turning on off premise notification, then making LD calls.

I know you can turn this feature off on the call pilot, but how would a tech disable it on the flash?

You can disable out dilaing in the mailbox setup. You can't edit the COS on Flash. OPMN is disabled in COS 5 & 6

You can also build Restriction Filters and assign them to the voice mail ports for added security.
