When attempting to use the Transfer (F70) button, receive "denied" when hitting "9" to get outside line. Software 8x24 DR5. All lines are supervised. External line code and line pool access code is "9". What am I missing?

Feature 70 is for transferring a call to an extension/station--not to another outside line.
If you have Centrex or centrex-like features you can use the link button if it is programmed on your phone and in your system.

With Redirect you have to have line appearances on your Extensions but you can't perform (F70) Transfer. Only Forwarding and your lines has to be Supervised.

You are trying to do an external transfer. To do so you have to use routing.
8x24 DR5 does not support external transfers.
If CON is the opposite of PRO Then what is the opposite of Progress?

8X24's most certianly do support external transfers. On the older softwares you use unsupervised conference, on the newer DR5 and 5.1 you use above method and also Transfer to Line and dial number.
Redirect is capabilities allows both Line Redirect and External Transfer.

Or you can see if your POTS provider has the option of universal transfer which can be added to your lines. Then you can do a "link" (F71) to transfer the call.
