"feature not active" and "out of Service" will not go away until you have the middle light of the three goes on. After a bunch of flashing, the two on the left will come on before the right middle one.
And you do have the software Card in the slot toward the back?
If CON is the opposite of PRO Then what is the opposite of Progress?

Yes on the software card.
I have connected to the RS232 port and the system runs through its reboot and states SysConfig file does not exist. Use default!!! DCHCNTRL - ALERT: All TCMs are Out of Sync. Reset hardware if a new KSU is conne cted. DCHCNTRL - ALERT: System will restart after 120 seconds DCHCNTRL - ALERT: To stop rebooting, enter stopreboot
I have reset the phone system and voicemail and this occurs every time.

Callpilot can take over 30 minutes to boot up. You must wait a fair amount of time.

If it keeps cycling over and over....no that is not normal.
Can you pull the line cords out of the call pilot and plug it into a digital phone? Does the phone work on both? Yes - then plug them back in the CP and power cycle the CP ONLY. If it still cycles, you have a problem. I have not had that many problems to say it is software card or the CP itself. What version is the CP and the MICS?

Bad software. The first 2 CP100's that I ever installed had bad software and still to this day they are the only 2 out of box failures that my Nortel rep has ever had.

To add to NTs point, if you do a port DN status, does it show busy, or the mail on the ports?

If I remember correctly, there is a cold-start/default procedure for the CP. Isn't it asking for this in the boot-up string (SysConfig file does not exist. Use default!!! ... DCHCNTRL - ALERT: All TCMs are Out of Sync. Reset hardware if a new KSU is connected.)?

In reference to the digital ports working, they do. We have removed it at this point and are taking to a repair center to check it out.
