Just installed a new MICS 7.1 with PRI. Customer complains that after he dials the number (local or non-local calls) it takes from 15-30 seconds before he hears it ringing on the other end. I tried adjusting the dial timeout from 15 to 4, but it made no difference. Is there anything else in the MICS programming that could cause this slow connecting? Otherwise, I am assuming it is a telco issue.

Normally - that is a dial time-out issue. But you said you already checked that.
Try this: Dial the number then hit # sometimes that will indicate end of dialing.
If still no change - check with Telco.
If CON is the opposite of PRO Then what is the opposite of Progress?

Dialing # seems to make it connect quickly. What is this indicating the end of dialing to- the MICS or the PRI? Is there anything I can program to eliminate having to do that?

The MICS stores the number until the timeout timer is reached or until you press #.
Since you changed the timeout from 15 to 4 and it still appears to be stuck at 15, try disabling and re-enabling the DTI card. If still no change try rebooting the system.

I'll try re-enabling the module. Also, I had a recommendation to check the default digit length under Public Networks to see if it's set to 7 or 10 digits. Ex.- If it's set to 10 digits and customer dials 7 digits for a local call, the switch sits there waiting for the other 3 digits. Does this sound plausible?

It helps if provider collects didgits first before passing trough. Usually provider doesn't collects but if you have PRI comming from Router(Integrated T1) then it is a usual situation. Router has to be set up properly.

Good call.The PRI goes straight into the AT&T Cisco 18xx router and the Nortel gets the PRI from the router. AT&T reconfigured the router and it solved the problem, mostly. I would interested in what AT&T changed in the router.I have some knowledge of routers (CCNA) and it would help me next time.
