Two questions about this. 1. Is there a way to switch from silence to tones to music directly through a handset or do I absolutely have to go into Telephony > global settings > feature settings? 2. Is there a way to change the distance between tones or the length of tone at all? Thanks in advance.

Good Day: This is the only way I know to change from silence, tones or music on hold. If you want to get fancy you could use an external RAD on your PC with remote utilities to connect and make the changes that way.

You did not say which system type you have. If you have a CICS or MICS then you have to go through the handset with Telephony,,,,,etc..
If you have a BCM - then you could go in through a PC on the network (if your BCM is also on the network).
And #2 - No you cannot change the length or frequency.
If CON is the opposite of PRO Then what is the opposite of Progress?
