Had a Client yesterday. Complaints are: Crackling sound on the Speaker mode at few Extensions. Came in. Problem is real. Changed phone-same thing. Took a phone to the IDF straight to punch block- no problem. So happy decided to change jack. No go. Change pair - no go. Cable only 240". Home run no splices. Thinking about patch to Rel.6. Any suggestions!
P. S. Forgot to mention. I also reboot a system and it didn't help either. On handset can hear distorted voice looping back to my ear.

I assume background music is not turned on, had that happen once with no moh player.
Did you tap onto the block with the cable still connected?
On a digital line it is not likely you pick up noise but some weird thing like a far away radio station could be imposing itself but you should hear it at both ends if the wire is still punched down.
What kind of cable is it? Cat. 3, Cat. 5e?
Any possibility it is running parallel even for a short distance over an electric line, near a transformer, electrical equipment used for some purpose?
Easy way to check is to simply take a Cat. 5e or even a Cat. 3 down a different path on the floor and see if there is no static. Pain to roll it up but if that is clear, you may need a different path from the ksu to the station. A Cat. 6 running over electrical stuff would probably pick it up too if it runs over the same path.
