I know it's not much help, but: It's ALWAYS the carrier's fault. Always. Get a senior engineer on the line and have them double-check all their settings.

They LOVE to blame you or the equipment. That's the first thing they're taught in "teknition skool". If I had a dime for every hour I've spent proving it's their issue, I'd be retired. Best of luck and let us know how it turns out.

Is it the same carrier, not a different CLEC or something? Customer went from Telepacific CLEC to Time Warner cable and for two hours they didn't know butter from peanut butter.
CO never did figure it out, only the second Time Warner tech with better guessing after he finished his first cut of the day and came over to help out.
I know there is Disconnect Supervision on regular CO lines, but I don't remember seeing that on PRi circuits.
They should have a T-Berd or similar and be able to make a call on any of the 23 channels and have it release. If they can do that, then the BCM is not talking to the PRi.
Years ago, I was complaining to PacBell that some lines were not coming up on a T-1 and specified which ones. Big bravado until he couldn't bring them up on the T-Berd either, then big egg on face. Don't know what they cost now but the T-Berd was over $20K at the time and well worth it.
