I am new to the WIN Systems If I could get a manual that would be great but, I can't find one. If someone could help me out by telling me how to set the time and date would be greatly appreciated.

Found this on the internet. Hope it helps.
WIN... including 24D, 36D, 36DX, and 100D
Note: The time can only be set from an assigned display phone or Station 10. On a WIN 100D, time is to be set from the Receptionist phone. Performing this operation will adjust the time setting on all display phones.

That code will work, providing you do it from any set that has a console permissions on a 100D or from 10/17 on a 36D.
The 36D is feat 01# feat feat, #101, follow prompts, can only be done from station 10 or 17.
On a 100D or 440, it's best to set from a laptop running terminal emulation or dialing into the modem.
